- Regional Parliament of Castilla and Leon
Tecsidel collaborates in the development of the new computer infrastructure for the regional Parliament of Castilla and Leon.
The regional Parliament of Castilla and Leon is the legislative body in charge of government control and for defining the autonomous region's legal framework. The Computer Department has 300 workstations, ranging from the President of the Institution, members of Parliament and political groups to the services that provide support for the institution and which are distributed in several buildings.
Tecsidel performed the migration and start up of the new collaborative framework, based on a description of the work station from a computer perspective, which included the definition of the operative system, office automation, work services (e-mail, records) and a User Care system. The technology was new in the context of the regional Parliament of Castilla and Leon. Because it was not a conventional –mail system, it enabled more fluid collaboration between users, based on:
- Corporate e-mail with the capability of sharing common elements: agendas, meeting planning, etc.
- Instant communication with an indication of presence
- A centralized department information nucleus that will allow allocated members access to the information requested
This solution is vital for a body with a significant number of documents, records and files.
Tecsidel collaborated with the department in the coordination and startup of the engineering infrastructure based on Microsoft products. The services provided were:
- User management and access to the system based on Microsoft Active Directory
- Implementation of the work group service based on Microsoft Exchange and Microsoft OWA, with Microsoft SharePoint as an integrated collaborative work tool
- Operation support service based on Client HelpDesk

- Castilla and Leon's Agency for University Quality
Castilla and Leon’s Agency for University Quality is an organization which, together with University Quality Cabinets, develops and collaborates in regional, national and international initiatives for quality in universities.
The project started up a series of BackOffice tools that enables the process of evaluating the quality of post-graduate degree programs in Castilla and Leon to be monitored. The solution we developed is based on the creation of a Web tool that allows the Agency's evaluators to enter procedure reports and monitor the evaluations, and to create the reports and forms needed by the organization.
Tecsidel used Java and Oracle technology to develop the tool, as well as open-source libraries, which facilitated the resolution of this first development, as well as improving the time it took to put the new evaluation process into operation.

- Junta de Castilla y León
It is a Web site organized in four main lines, or stations, that offer citizens and companies various services related to employment.
From the first line or station, the user can obtain information about public employment, unemployment protection and a directory of the main companies in Castilla y León. In other words, it allows the citizen to access any job offers published by the companies, as well as all information related to the employment search channels they have at their disposal.
The second station focuses on small and medium businesses and provides guides, directories and legislation, all aimed at improving the processes of contracting, training and personnel evaluation. Through the third station the user can access detailed information about courses and benefits. Lastly, the fourth station is centred on the promotion of employment, especially for the disadvantaged or groups with special needs.
Tecsidel contributes its technical ability and collaborates with CEEI of Castilla y León in the development of the site and, for its part, the Department of Employment offers, in integrated form, a great variety of services necessary for both citizens and businesses.

- Junta de Castilla y León
The programme "Atención Temprana" is directed at the infant population, from birth to three or six years of age and who suffer from any kind of development problem, be it physical, mental or emotional, or who are at risk from developing such problems for either biological or social reasons. It is also intended for their families, as active agents and protagonists of this intervention.
The main aim of "Atención Temprana" is to foresee future problems and to reinforce as much as possible the child’s capacity for development, thus allowing for the maximum possible personal autonomy and integration in his family, school and social environments.
Tecsidel is developing the management application of the program “Atención Temprana”, which the community’s social services management will offer to professionals who are specialists in child development and who make up the inter-disciplinary teams of the provincial units (Base Centres).
The application allows the registration, monitoring and exploitation of all information involved in the process of "Atención Temprana". In this way it extends from the request for help from the family to the registration of the child in the program, passing through the admission interviews, the experts’ evaluation reports, the return interviews and the plans for intervention together with their sessions and the periodic reports on these plans. Each child in the program represents a file that can be sent to another province, temporarily suspended, closed or reopened. They can have entry and exit protocols and external reports attached to them.
Although the elimination of documentary back-up on paper is evident, the application sends out a series of low, medium and even high-level reports. The latter are reports consolidated by provinces for analysis in decision-making.
With this innovative management application, the professionals at the base centre can benefit from improved efficiency and reduced response times in the processes of reception, evaluation, intervention and monitoring of the file on each child.
Oracle Developer Suite 10g has been used, which supplies a complete framework for the optimum development of form applications in Internet.

- CEEI
Futurinnova is a program which aims to facilitate the generation and creation of business projects of an innovative character or of the Technological Base of Castilla y León. In order to do this, it offers entrepreneurs a series of support services for the creation of new companies.
Its main aims are to create a framework of strategic planning and a system of action on a regional level, as well as the generation and creation of a large number of business initiatives, based on new technological and industrial developments. Fundamentally, it seeks to build an environment which is favourable to innovation in the creation of new companies of a technological nature.
Futurinnova offers, through a Web site, the possibility of finding the results of investigation and the technological ability that can become innovations and competitive advantages.
The project consists of the Futurinnova Web site and an intranet for site administration. Tecsidel contributes its extensive experience in the development of Web sites and integrates Futurinnova in an environment that feeds off other CEEI Castilla y León applications. The site is based on Servlet 2.3/JSP 1.2, Struts, Oracle, HTML, JavaScript and SMTP.
With Futurinnova, CEEI Castilla y León presents to entrepreneurs the program at its disposition for the incubation and tutoring of business projects, offering a tool to the promotors of this kind of project so that they may obtain information of a varied nature.

- Red.es
Red.es manages several broadcasting programs and telecommunication and information society extension, in coordination with other Spanish public organizations. The programs seek to give an enormous boost to ICT availability and utilization by starting up services and deploying network infrastructures and broadband Internet access where they are needed the most and close to citizens.
The system comprises a series of tools that enable the operator to analyze the quality of network services. That is, it transforms data incoming from a network element, stores it in an organized manner in a database and processes it.
Within the programs, equipment and connectivity are being placed in a number of centers and concrete operations are being carried out with the equipment and their services. The equipment comprises user terminals, peripheral devices, and servers, as well as equipment for internal (local area networks) and external (institutional networks and Internet) communication.
The SIS tool serves to monitor the program implementation and activity arising from Customer Care and maintenance. It also enables control over the progress of the implementations and their subsequent maintenance. The tool has mass data storage, data access security and report generation functionalities.
The tool was designed according to a conventional three-tier model: Web server (Apache), application server (Tomcat), and database (Oracle). A graphic interface was developed using Web technologies (JSP, Servlets and HTML programming, templates and tiles).

- Red.es
From the beginning of July 2005 Tecsidel has been collaborating with the Circulation and Evaluation Department of RED.es in its Web design and the circulation of the TICs in Internet. The tasks undertaken for development by Tecsidel’s team consist of:
- Management and administration of the site www.telecentros.es
- Updating and maintenance of the site’s content and tools, with adaptation, transformation and development of new Web functions.
- Development of the multimedia content for the evaluation initiatives of the network of telecentres displayed in the frame of the programs Internet Rural and Telecentros.es
- Activities giving support to the various projects for evaluation of the different infrastructures set out by the Entidad Red.es in the frame of the "Programs for Promotion of the Information Society".
- Identification and starting-up of concrete inclusive actions for various collectives at risk of digital exclusion.

- Fundación i2CAT
Tecsidel signed two joint action agreements with the “Fundació i2CAT” in two Investigation, development and innovation projects. The first one is in the field of advanced optical telecommunications, under the context of the system UCLP (User Controlled Lightpath Provisioning). This system is capable of allowing the user to establish, manage and consult their available optical connections (end-to-end connections) without the need of a third person to supply this service. The task of this project under development is to implement the UCLP system in the Irish academic network, based on MPLS units, in order to allow the user to conduct on it two types of Ethernet service (EWS, ERS). The Universitat Politècnica de Catalunya, HEAnet (Ireland’s National Education & Research Network) and Cisco Systems are also taking part in this project.
The main objective of the second project is to develop a neutral platform to allow interconnectivity and service interchange of IP telephony between operators, whether they use H 323 or SIP systems, based on the use of a Neutral Point of interconnection (PNVoIP). This project considers topics such as signposting, QoS, service provision and invoicing, among others. The Universitat Politècnica de Catalunya, the Universitat Pompeu Fabra, the Centre de Super Computació de Catalunya (CESCA), Alcatel and the operators Al-Pi and VozTelecom are also participating in this project.
The Fundació i2CAT is a collaboration platform for investigation and innovation which has these objectives:
- To promote and encourage technological development in Catalonia, of an experimental and investigative nature.
- To promote advanced investigation in the field of networks and broadband applications and to reinforce its use in various sectors of Catalan society.
- To develop Internet Technologies in Catalonia at the level of applications, services and technological innovation in advanced networks.
- To generate collaboration platforms between the private sector and that of university investigation.
- To promote collaboration with entities and institutions with similar objectives.
- To collaborate in the form of a network with other national and international investigation projects.
- To participate in investigation projects on a European or international basis.
i2CAT is based on the collaboration between the government, the business sector and academic society, thus establishing a Triple Helix model of innovation (Loet Leydesdorff) in the field of Information and Communication Technology. Tecsidel has collaborated with i2CAT since 1999, when a project was started with the same name as that which gave rise to this foundation in 2003.
